- Candidates who have retired from any government service. Moreover, candidates from any government-owned or controlled organization, body, authority, or establishment (federal or provincial) or from any establishment in which a government owns a controlling interest are not eligible to apply.

- Candidates who have been found guilty in any court of law are not permitted to apply.
- Candidates who have been fired from a public sector organization for a period of five years under a Golden Hand Shake Scheme or Voluntary Separation Scheme (by whatever name) are not eligible to apply.
- The aforementioned roles will have a five-year initial contract that can be extended based on performance.
