👵 Behbood Savings Certificate: Who Can Invest and Key Rules

Behbood Savings Certificates (BSC) are meant for senior citizens, widows and disabled persons. The facts below are from the official Behbood Savings Certificate page:

  • ✅ Who can invest: citizens of Pakistan aged 60 or above; a single widow (as long as she does not remarry); two eligible persons in joint names; disabled persons with an NIC carrying the disability logo (special minors through a guardian since 1 Jan 2018).
  • ✅ Tenor: 10 years. Profit: paid monthly from the date of purchase.
  • ✅ Minimum investment: Rs 5,000. Maximum: Rs 7.5 million (single) / Rs 15 million (joint investors in the categories above).
  • ✅ Denominations: Rs 5,000, 10,000, 50,000, 100,000, 500,000 and 1,000,000.
  • ✅ Early encashment: allowed after issuance with a service charge on face value: 1% (before 1 year), 0.75% (before 2), 0.50% (before 3), 0.25% (before 4), none after 4 years.
  • ✅ Where to buy: National Savings Centres only (Form SC-1).

🧮 Example: How Much Monthly Profit at 12.96%?

Formula: Monthly profit = Investment × 12.96% ÷ 12 (equivalent to Rs 1,080 for every Rs 100,000). This is an indicative calculation before any tax; actual payments follow National Savings rules and rounding.

InvestmentMonthly profit (NEW 12.96%)Monthly profit (OLD 12.72%)Yearly profit (NEW)
Rs 100,000Rs 1,080Rs 1,060Rs 12,960
Rs 500,000Rs 5,400Rs 5,300Rs 64,800
Rs 1,000,000 (10 lakh)Rs 10,800Rs 10,600Rs 129,600
Rs 7,500,000 (single-investor limit)Rs 81,000Rs 79,500Rs 972,000

Example: Rs 1,000,000 × 12.96% ÷ 12 = Rs 10,800 per month (Rs 129,600 per year). That is Rs 200 more per month than at 12.72%.

📝 How to Invest in Behbood Savings Certificates

1

Check that you qualify (age 60+, single widow, disabled person with NIC disability logo, or an eligible joint holder).

2

Visit your nearest National Savings Centre and ask for Form SC-1 (free). Check the current rate and limit at the counter or on savings.gov.pk.

3

Fill the form and attach your CNIC / NIC (NICOP for overseas Pakistanis). Widows also need the husband’s death certificate and a notarized stamp-paper undertaking that she has not remarried.

4

Pay by cash, cheque, draft or pay order. Cash certificates are issued immediately; for cheque, draft or pay order the certificate starts when the instrument is realized.

5

Keep the certificate safe and collect your monthly profit as per the payment option you chose.

💰 Tax and Zakat on National Savings Profit

The savings.gov.pk homepage says the rates are subject to 15% withholding tax (filers), 30% withholding tax (non-filers) and 2.5% Zakat where applicable. But the official Behbood product page says withholding tax is not collected on BSC profit and that the investment is exempt from Zakat. These two statements differ, so please confirm at your National Savings Centre and check current FBR rules before relying on either.
