Qualification and Experience (From the Official TORs)
The newspaper ad does not print the qualification; it says the Terms of Reference (TORs) are on the ministry website. We opened the ministry’s TOR PDF (“ToRs Policy Analyst”, dated 2-11-2026) and read it. There are two routes:
| Route | Degree | Experience |
| Route 1 | PhD in International Relations or Public Policy & Governance | 5 years in the relevant fields |
| Route 2 | Master’s degree in International Relations or Public Policy & Governance | 7 years in the relevant fields |
You also need excellent communication, interpersonal and negotiation skills. The TOR does not define “relevant fields” beyond human-rights research and policy work, so if your experience is borderline, call the Section Officer before applying.
What the Policy Analyst Will Do
- Research and map the human rights situation across the country and turn the analysis into evidence-based policy recommendations.
- Use qualitative and quantitative research tools such as NVivo, SPSS, MaxQDA and Jamovi.
- Review existing and proposed human rights laws (women, children, transgender persons, minorities, persons with disabilities and other vulnerable groups), find gaps and recommend reforms.
- Assess implementation of the National Action Plan on Human Rights using monitoring and evaluation tools.
- Analyse Pakistan’s international human rights obligations and treaty body recommendations, working closely with the International Cooperation (IC) wing of the ministry.
- Research emerging issues: digital rights, gender equality, child protection, minority rights and disability inclusion.
- Prepare policy briefs, analytical reports and concept papers for senior management.

| Item | Detail |
| Contract | Initially 3 years; the TOR allows a further extension of up to 2 years, on an annual basis, subject to satisfactory performance |
| Age limit | Maximum 62 years, calculated as on the closing date for applications (TOR) |
| Pay package | MP-II, “in accordance with the MP scale provisions”. The TOR prints no rupee amount, so we quote none. See the MP Scales Policy 2020 and the Finance Division O.M. of 31-10-2023 linked in the ad |
| Leave | Earned leave on full pay at 3 days per month, to be availed within the year; not carried forward or encashed |
| Termination | One month’s notice on either side (if the ministry terminates, the appointing authority must approve) |
