Quick answer: On Tuesday 3 November 2026, Chief Minister Maryam Nawaz Sharif handed out laptops and Honhaar Scholarship cheques to students of the Rawalpindi Division at COMSATS University, Attock. Reported figures: 6,161 laptops for the division, 2,590 Honhaar scholarships worth Rs 196.97 million, and 108,000 students given Honhaar scholarships across Punjab in Phases 1 to 3. The laptop portal is closed for new applications; the Honhaar Phase IV portal is still open until 9 November 2026.

If you are a student, read this first: you cannot apply for a CM laptop right now (the portal says “Application Submission is Closed”), but you can still apply for Honhaar until 9 November 2026. That is only 5 days from today. See how to apply.

What Happened at COMSATS University Attock

The ceremony was held on Tuesday, 3 November 2026. The Chief Minister gave laptops and scholarship cheques to students from the Rawalpindi Division. The laptops went to students of public and private universities, medical colleges, nursing colleges, special education institutions and Higher Education Department (HED) colleges. The scholarship cheques were for students who won a CM Punjab Honhaar Scholarship, which pays the tuition fee of deserving undergraduate students.

This is one of the division-wise ceremonies of Phase I of the laptop scheme. The official laptop portal also lists an earlier ceremony: the Sahiwal Division ceremony on 15 October 2026. It does not list the next divisions, so we do not guess them.

The Numbers, and One Mismatch You Should Know About

Here is how the reported figures for the Rawalpindi Division break down. We checked the sums ourselves:

Institution type Laptops (reported) Honhaar scholarships (reported)
Public universities 628 2,085 (Rs 170.21 million)
Private universities 257 not part of the Honhaar split
Medical colleges / universities 461 314 (Rs 19.8 million)
Nursing colleges 375 –
Special education institutions 17 –
HED colleges 423 191 (Rs 6.96 million)
Sum of the printed rows 2,161 2,590 (Rs 196.97 million)

Mismatch: the headline figure reported for the division is 6,161 laptops, but the six categories printed with it add up to 2,161. Either one digit is a typo or about 4,000 laptops sit in a category that was not listed. We use 6,161 as the reported headline and tell you about the gap; we will update this page when the Higher Education Department publishes a division-wise list.

Our own arithmetic (not an official figure): Rs 196.97 million divided by 2,590 scholarships is about Rs 76,000 per scholarship on average. The Honhaar portal does not print a fixed rupee amount: it says the programme pays the prescribed tuition fee only, so the amount depends on your degree and institution.

CM Punjab Laptop Program: Where It Stands on 4 November 2026

According to the official portal (cmlaptophed.punjab.gov.pk), as updated on 4 November 2026:

Phase Applications Verified Selected
Phase I 73,274 71,750 43,568
Phase II 163,326 under process under process

Phase II applications closed on 20 April 2026, returned applications could be re-submitted until 31 May 2026 and the grievance round for rejected applicants ran until 6 June 2026. The laptop is a 13th-generation Core i7 machine with SSD storage, according to the portal. On the portal, laptops are awarded on merit and are competitive: applying does not guarantee one.

For selected students: the portal says selected students should contact their own institute for the date and place of distribution (the notice for the Sahiwal ceremony says exactly this). Your university or college focal person is your contact, not any agent or social media page.

Scam Warning

Both programmes are free to apply. There is no application fee and no hard copy to send. Nobody can sell you a laptop, a “guaranteed” scholarship or a place on a list. Apply only on the two official portals above and ignore anyone who asks for money, your password or a photo of your CNIC on WhatsApp.

Karna / Nahi Karna

Karna:

  • Apply for Honhaar today or tomorrow; the last date is 9 November 2026.
  • Prepare the e-stamp affidavit first (it takes the most time).
  • Check the “Discipline” and “Institutes” lists before you fill the form.
  • Watch your email (also spam) and the portal for status.
  • Share this with friends in public universities, HED colleges and medical colleges.

Nahi karna:

  • Do not pay anyone for a laptop or scholarship.
  • Do not trust a “last date” from a social media page; use the portal countdown.
  • Do not assume hostel, books or transport are paid: only tuition is.
  • Do not submit false income or marks: the application can be rejected.
  • Do not wait for the last day: portals slow down.

Not Announced Yet (So We Do Not Guess)

  • Next divisions for laptop ceremonies, and their dates.
  • A fixed rupee amount per Honhaar scholarship.
  • Honhaar Phase IV result / merit list date and the cheque schedule.
  • Laptop Phase III or a new application window.
  • A division-wise table that explains the 6,161 vs 2,161 mismatch.
