Sources (official only): grant.ined.ru (Ministry of Science and Higher Education grant operator), Open Doors Russian Scholarship Project and its Rules of Participation. The Russian Embassy in Pakistan is reported to have announced the grant; we could not open the embassy website on 4 November, so every fact below comes from the two official pages above.
Quick answer: Foreign students who become winners or runners-up of the Open Doors Olympiad, get a place in a Russian university under the Russian government education quota and study full-time in Russian, can apply for an extra government grant. The official grant page states 27,093 rubles per month for 2026/27 (paid only with “good” or “excellent” grades), plus travel, voluntary medical insurance and accommodation compensation. It is not automatic. For Pakistani students the key fact today is: Open Doors 2026/27 registration closed on 1 November 2026.
Important: if you did not register by 1 November 2026, you cannot enter this year’s Olympiad. The portfolio stage ends on 13 November 2026. The next Open Doors dates are not announced. Nobody can sell you a place: the Olympiad is free (Rule 17).

Where Things Stand Today (4 November 2026)
The Open Doors website posted on 3 November 2026 that registration for Open Doors 2026/27 has closed, with more than 277,000 participants from 209 countries. The registration deadline was 1 November 2026; after it, account data and portfolios can no longer be added or edited. Portfolios can be withdrawn until 6 November 2026.

If you registered: watch your personal account on 13 November 2026 for First Stage results, and if you advance, register for your Second Stage time slot by 16 November 2026. If you did not register: read the sections below to plan for the next cycle and check the quota route.
The Grant: What You Get (Official Page)
| Support | What the official page says |
| Monthly payment | 27,093 rubles per month for the 2026/27 academic year. Paid only when you study with “good” and “excellent” grades. You may spend it on anything lawful; no expense reports |
| Travel | Trip to your place of study in Russia and back after graduation. The operator buys the shortest route: train (platzkart), economy air, or other transport if needed. Date changes allowed with a justified reason |
| Medical insurance | Voluntary medical insurance (DMS) for the whole study period |
| Accommodation | Compensation at the university’s norms; the university must offer a dormitory place |
| Payment card | The operator opens an account centrally at VTB; you collect the card at a VTB branch in Russia |
Honest note: the official page lists the monthly payment and “accommodation compensation” both as 27,093 rubles for 2026/27. It does not say clearly whether these are two separate payments or one figure shown twice. Confirm with the operator (grant-support@ined.ru) before you plan your budget.
Rupee value: we are not converting rubles into rupees as a fact. Exchange rates change daily; check the current ruble rate on the State Bank of Pakistan or your bank’s official rate sheet. Also remember that the cost of living differs by city.
Not Automatic: The Conditions You Must Meet
Winning the Olympiad does not by itself guarantee the grant. The grant page says being on the candidate list does not guarantee payment: the mandatory conditions must be met. From the official pages:
- You must be a winner or runner-up (the grant page says winner/prize-winner). Rule 13: Bachelor, Master and Doctoral winners and runners-up may apply, if they have a quota place.
- You must study full-time, in Russian, in a professional programme. If you have no Russian-language education document, you commit to the preparatory faculty.
- You sign a three-party agreement and get a study visa before the grant starts.
- Rule 14: “high achievers” (not winners) may be considered for the grant too, but only with a recommendation letter from the Russian Ministry of Foreign Affairs or Rossotrudnichestvo.
- If you are expelled for poor results you return home at your own expense. You may refuse the grant at any time and keep the free study place.
Two official pages, two wordings: the Open Doors FAQ says travel, accommodation and medical insurance are the student’s own cost, while the grant page says the grant pays them. Read it this way: Open Doors gives tuition-free study; the separate grant adds money and travel, only if you are granted it. Plan for both cases.
Open Doors vs the Russian Government Scholarship (Quota)
Many guides mix these up. They are two different doors into the same quota system:
| Open Doors Olympiad | Russian Government Scholarship (quota) | |
| How you win | Compete online in an Olympiad (portfolio + online tasks) | Apply through the official selection portal (education-in-russia.com) and the national selection |
| Who runs it | “Global Universities” Association, 24 universities | Russian Ministry of Science and Higher Education with Rossotrudnichestvo and the embassy |
| Fee | Free | Free |
| 2026/27 window | 20 Aug to 1 Nov 2026 (closed) | Pakistan 2026 deadline was reported as 15 January 2026; 2027 dates not announced |
| Result | Quota place + priority choice of programme at the organising universities; optional grant | Quota place assigned through the national selection |
| Extra grant | Winners and runners-up can apply (27,093 rubles/month) | The grant page says its candidate list comes from Open Doors results |
We could not read the quota portal text on 4 November (it did not load as plain text for us), so the Pakistan quota number and 2027 dates are listed as not confirmed.

14 subject areas: Applied Mathematics and AI Biology and Biotechnology Business and Management Chemistry and Materials Science Clinical Medicine and Public Health Computer and Data Science Earth and Environmental Sciences Economics and Econometrics Education and Psychology Engineering and Technology Physical Sciences Politics and International Studies Russian Language and Culture Urbanism and Civil Engineering
Language and format: Russian or English for the Olympiad (you choose at registration). No language certificate is required to compete. Second Stage for Bachelor, Master and Doctoral is an online proctored session of 180 minutes with webcam and screen recording, then a 5-minute oral answer; you need a stable connection of at least 1 Mbit/s and no phones. Grant study, however, must be in Russian.
How It Works, Step by Step
Create an account, choose track, subject area(s) and language, upload your passport scan (names must match the passport), and consent to data processing. Up to six universities can be chosen in the portfolio.
Entry test, motivation letter, achievements and documents. Certified translations are not needed at this stage.
Winners and runners-up are named from the ranked lists per subject area and track.
Within 10 calendar days upload documents to the Ministry’s quota system (russia-edu.minobrnauki.gov.ru), where you can also track your application status.
The grant operator sends a notice of inclusion in the candidate list. You accept the conditions, receive the study referral and visa, sign the three-party agreement in your account on grant.ined.ru, then the operator buys your ticket and monthly payments start.

Scam Warning: Fake “Russian Scholarship” Fees
Open Doors is free. The Rules say no fee is charged. Never pay an agent, a “consultant” or any person who promises a guaranteed quota place, a “winner” result or a grant. Apply only on the official sites named in this article, and never share your passport scan or account password with anyone. If someone asks for money through Easypaisa, JazzCash or a personal bank account, walk away and report it.
